Project’s Name:

the construction of the mathematics and physics science institute in Badandjoubo.

BADEA’s Financing:

A loan in the amount of US $ 3.7 million represents 80% of the total cost, to be repaid over a period of 30 years, including a grace period of 10 years, and an annual interest rate of 1%.

Other Co- financiers:

Government of Benin (US $ 0.93 million).

Estimated Project Cost:

The total project cost was estimated at US $ 4.63 million, of which US $ 3.37 million is in foreign currencies represents73% of the total cost and US $ 1.27 million in local currency.

Project Description:

The project consists of the construction of teaching and administration buildings and the living houses for students, teachers, researchers, and social and sports activities building. The project will provide the furniture and equipment, in addition to support the project executing unit and providing the consultancy services for the supervision of the execution of the project

The Project consists of :

1- Civil works

• Buildings which includes halls, offices, laboratory and ancillaries,

• Main administration building which includes the director and assistance offices.

• Annex to the administration building which includes offices and meeting and photography halls.

• Restaurant

• Clinic

• Housing units for workers and guests

• Housing for staff

• Housing for students

• Annexes

• Sports building

• Roads, landscape and utilities works


2- Furniture and equipment:

• Furniture and equipment for teaching, administration, restaurant, clinic, housing and annexes.

• Provision of bus for the students.


3- Support for the project implementation unit
• Provision of a civil or architectural engineer to supervise and assist in the preparation of the request of proposals and evaluation, reviewing documents and follow up project implementation financially and technically.

• Provision of 4*4 pick up and stationary including computer printer and photocopier.

• Provision of salaries and running cost to the PIU.



4- Consultancy services which include preparation of tender documents, assist the PIU to tendering process and supervision of execution of the project.


Procurement of Goods and Services:

The procurement of goods and services will be as follows:
- Civil works will be procured on the basis of open competitive bidding restricted to Arab, African or Arab/African firms.
- Procurement of furniture on the basis of competitive bidding restricted to local importers and manufacturers.
- Consultancy services on the basis of a short list limited to qualified Arab, African or Arab/African firms according to BADEA’s procedures.

Project’s Implementation:

The Ministry of Higher Education and Scientific Research will be responsible for the implementation of the project. It is expected that the project construction will commence during the last quarter of the year 2005; the project will be completed in the third quarter of the year 2007.
