Technical Assistance
A grant for financing the preparation of the technical and economic feasibility
study for Massawa - Assab Road Project.

C) A grant of an amount of US $ 500 000.
General Information:
The technical assistance project aims at financing the cost of undertaking a
technical and economic feasibility study for Massawa- Asab Road Project in
Eritrea. The objective of the study will focus on reducing the transport cost,
improve the connection between the Red Sea zones specially Asab and Messawa
ports with Asmara, the capital of Eritrea, improve the connection between
Eritrea, Djibouti and Republic of Sudan as it will connect after construction
between Port Sudan in Sudan and Djibouti passing Eritrea through Asab. It will
also reduce traffic accidents and operation and maintenance cost on the current
road in addition to the contribution in the economic development in the country
The terms of reference include the following:
Study of the project area,
- Identify volume and type of current and projected traffic in the future,
- Estimate the project cost including cost for the construction of the base and
subase layers, storm water structures, bridges, protection aids from erosion
,asphalt work and traffic safety works,
- Study the available alternatives to rehabilitate and improve the current road
based on the technical, financial and economic findings,
- Prepare the economical study and calculate the economic and financial rate of
return for the project,
- Study the project impact on the environment and mitigations required for
conservation of environment,
- Complete the engineering studies to the project specially the bridges and
storm water structure along the road,
- Review the engineering design for the part of the road which was prepared
through the Government finance,
- Prepare the tender documents,
- Check for the possibility of dividing the road to more two section or more to
ease the financing of the project,
