Project’s Name: Supply of Rural Water in Kisodogo, Billa and Msnta Provinces

BADEA’s Financing:
A loan of US $ 8.40 million (representing 80% of total cost) repayable in 30 years including 10 years grace period and with an annual interest rate of 1%.

Other Co- financiers:
The Government US $ 2.10 million (20% of total cost).

Estimated Project Cost:
The total project cost is estimated (free of taxes and including physical contingencies and price escalation as US$ 10.5 million, of which about US$ 7.725 million ( representing about 73.6%) is in foreign currencies and about US$ 2.775 million is in local currency.

Project Description:

The project area lies in the forestry province which covers the southern regions bordering Liberia,Cote D,Ivoire and Sierra Leone and covers the provinces of “ Kisodogo”, “Billa” and “ Masinta”.

- Kisodogo province is bordering Liberia and Sierra Leon and its center lies at distance of about 600 km from Conakry.
- Billa Province is bordering Cote D’Ivoire and its center lies at a distance of about 900 km from Conakry.
- Msinta Province is bordering Liberia and its center lies at a distance of about 880 km from Conakry.

The project consists of the following main components:

A/Construction of wells: which include construction of 620 wells and construction of the necessary structures for extraction of water and its preservation from pollution. The wells are distributed over the villages in the project area: 130 wells in “ Masinta” province, 247 wells in “ Kisodogo” province and 243 wells in “ Billa “ province.

B/ Supply and installation of 620 pumps in addition to spare parts.

C/ Equipment for Project Implementation Unit includes:

- Procurement of means of transport which includes one (1) 4 WHD vehicles for project manger , 2 motor cycles.
- Supply of field and office equipment including two generators and 3 radios for communication, 5 computers and accessories and two photo copy machines.

D/ Operation of Project Implementation Unit

- Salaries for project manager, two hydrologists the two heads of the two regional units, administrative and financial cadres, typist, driver and 4 watchmen.
- Operation and maintenance cost of the means of transport.
- Operation and maintenance cost of office equipment during project implementation period.

E/ Consultancy Services which include:

- Preparation and execution of awareness programs and training of beneficiaries. This activity includes supply of all requirements for awareness programmes and the specialized expert to make the citizens be aware of the importance of water preservation and its impact on human-beings health. This is conducted during the social survey of the project area and in addition, urging the citizen to participate in the cost of infrastructure protection and its operation and maintenance and replacement of pumps.
- Conducting hydro-geological and geophysical surveys for fixing the proper locations of wells and preparation of detailed studies and tender documents , assisting in analysis and evaluation of bids and negotiation of draft contract.
- Supervision and control of execution of the project .
- Training of national cadres for management of the project during its implementation.

Procurement of Goods and Services:
Drilling of wells and procurement and installation of pumps ( Kardia type) will be executed on the basis of open competitive bidding restricted to Arab, African or a mixture of Arab/African firms according to BADEA’s rules and regulations. The Consultant will be selected on the basis of a short list of Arab African or Arab/ African firms according to BADEA’s procedures. The procurement of means of transport, office and field equipment will be from abroad through local dealers or according to the situations according to BADEA rules and regulations.

Project’s Implementation:
The selection of the consultant , preparation of detailed studies and tender documents and award of contract is expected to take 18 months starting from the beginning of 2005. The physical implementation of the project is expected commence in mid 2006 and be completed by end of 2008.

The National Department for Operation of Water Points of the Ministry of Water and energy responsible for planning and execution of rural waters will be responsible for the execution operation and maintenance of the project.
