Project’s Name: The Rehabilitation and Development of Holla Irrigation project – (Phase 1).

BADEA’s Financing:
A loan amounting of US $ 5.0 million, to be repaid over a period of 27 years, including a grace period of 5 years, and an annual interest rate of 1%.

Other Co- financiers:
Government (US $ 1.250 million).

Estimated Project Cost:
The total project cost for first phase of the project is estimated at US $ 6.250 million, out of which US $ 4.078 million is in foreign currencies representing 65.2% of the total cost.

Project Description:
Holla Irrigation Scheme is located on the western bank of the Tana River District of coast Province. The scheme and the district headquarters are located at Holla town, about 360 km north of Mombasa and 50 km south of Bura, along the Malindi to Garissa Road.

The Project consists of:

1. Civil Works:

- Construction of a pontoon based pumping system at the new site of Makere II on a river terrace of Tana River and providing bank protection over a length of 129m at the intake site to ensure a protected and well defined section for pumping operations. This involves 500mm thick Galion mattresses filled with hard core and placed on the sloping banks,
- Construction of two pumping stations and installation of 6 pumps on each of the pontoons with a capacity ranging from 300 to 370 l/s for each pump. A generating set and electrical equipment and accessories will be provided near to the pump station to enable the operators to carry out minor repairs and maintenance activities,
- Construction of a sedimentation basin at the head of the main canal in order to mitigate high silt deposits,
- Construction of new 860 m long connecting main canal and rehabilitation of 21 km long existing main canal, rehabilitation / remodeling of canals and drains of the In- scheme irrigation scheme as well as the rehabilitation / reconstruction of canal and drain structures,
- Construction of new main canal access road and rehabilitation of existing main canal access road and roads connecting the villages with the irrigated area.
The total length of the roads are estimated to be between 30 and 35 kilometers,
- Bush clearing and preparation of irrigation field ( leveling , deep plowing),
- Equipping and repair of the project management unit existing offices , staff housing, workshops, spare parts stores and fuel and oil storage tanks and a pilot farm of 50 ha,
- Rehabilitation of existing and distribution of the domestic water supply to five villages.

2- Purchase / Rehabilitation of plant machinery:

In addition to the pumps, generators and control equipment related to the civil works described above the project will provide plant and machinery and workshop equipment (Heavy and light plant, Agricultural machinery, tools etc….).

3- Consultancy Services which include:

The review of the engineering designs, the tender documents, assist the PIU to tendering process and supervision of execution of the project,

On the field training of technicians in charge of the information of the project.

4- Institutional support:

- Provision of cars and stationary including computers, printers, photocopiers and office furniture and equipment,
- Provision of Salaries and running cost to the PIU.

Procurement of Goods and Services:

The procurement of goods and services will be as follows:
- Civil works will be procured on the basis of open competitive bidding restricted to Arab, African or Arab/ African firms,
- Procurement of plant, machinery and tools on the basis of competitive bidding restricted to local importers and representative dealers,
- Consultancy Services on the basis of a short list limited to qualified Arab, African or Arab/ African firms according to BADEA’s procedures.
- Procurement of cars, motorcycles, computers and accessories, photocopiers and office furniture and equipment on the basis of competitive bidding restricted to local representative dealers and importers.

Project’s Implementation:
Physical implementation of the project is expected to begin during the third quarter of year 2005 and ends in December 2007.
The National Irrigation Board ( NIB) will be responsible for the implementation and management of the project. NIB will establish a Project Implementation Unit (PIU) which will consist of a project manager, an engineer, an accountant and two drivers. NIB will also establish a steering Committee to oversee the implementation and management of the project.
