Project’s Name: Northern Plains Irrigation Project ( Phase II)
BADEA’s Financing:
A loan of US $ 5.5 million, (representing 24.32% of total cost) repayable with
in 22 years including 5 years period of grace and with an annual interest rate
of 2.5%.
Other Co- financiers:
The African Development Bank US$ 11.48 million ( representing 50.75% of the
total cost) and the Government US$ 5.64 million (24.93% of total cost).
Estimated Project Cost:
The total project cost is estimated (free of taxes and including contingencies
and escalation of prices) as US$ 22.62 million, of which US$ 14.35 million is in
foreign currencies (representing 63.4% of total cost) and US$ 8.27 million is in
local currency.
Project Description:
The project lies in Riviere du Rempart and Morc. St. Andre & Solitude provinces
in the northern plains of Mauritius.
The project’s area is about 1377 ha composed as follows:
Block “4” : 412 ha
Block “5” : 397 ha
Block “6” : 438 ha
Block “7” : 90 ha
Block “8” : 40 ha
Procurement of goods and Services:
The project consists of:
a- Defrocking and removal of rocks and preparation of lands in block “5”, “6”,
“7” and “8”.
b- Procurement of sprinkler irrigation equipment which include:
- Supply and errection of about 23 km of lateral pipes and ancillaries to convey
water for irrigation from canal A5 to the different blocks of the project.
- Supply and errection of about 20 center pivots and solid sets.
c- Institutional Support for project implementation unit and the units directly
involved in the project implementation.
d- Consultancy Services for preparation of detailed designs and tender documents
for sprinkler irrigation equipment and supervision of works.
Procurement of Goods and Services
Lateral pipes and sprinkler irrigation equipment for the two blocks “6” and “8b”
financed by BADEWA, will be procured on the basis of International Competitive
Bidding according to BADEA’s procedures and in coordination with the Government.
Project’s Implementation:
It is expected that the selection of the consultant for preparation of designs
and tender documents and supervision of works ( financed by ADB) by the end of
June, 2005. It is expected that the consultant will commence his work during
July, 2005 so that launching of bids and award of contracts for irrigation works
and equipment will be completed by end of June, 2006. The physical
implementation of irrigation and works and procurement and installation of
sprinkler irrigation equipment is expected to commence in July, 2006 to be
completed during June, 2009. The physical implementation of derocking ( financed
by the Government) and will be executed by “ Sugar Planters Mechanical Pool
Corporation) is expected to commence during July, 2005 and be completed by the
end of 2007.
The national steering committee headed by the Minister of Agriculture, Food
Technology and Natural Resources and whose membership is composed of departments
and corporations involved in the project will be responsible for the overall
supervision of project implementation. The Irrigation Authority of this Ministry
which is responsible for all irrigation projects in the island will be
responsible for the execution of the project.
