The Board of Directors of the Arab Bank for Economic
Development in Africa (BADEA) held its first meeting for the year 2004 in its
Headquarters in Khartoum, Republic of Sudan
during the period 3rd
to 5th of March 2004. The meeting was chaired by H.E. Mr. AHMED
ABDALLAH EL-AKEIL, Chairman of BADEA’s Board of Directors, and in the presence
of H.E. Mr. MEDHAT S. LOTFY, the Director General.
During this session, the Board of Directors approved the financing Of
Ten Projects for the benefit of the following African Countries:

1)
The
Republic of Ethiopia:
A loan of US $ 13 million to finance
Azezo-Metama Road Project.
2) The Republic of
Benin:
Aloan of US $ 3.2 million to
finance the Construction of University's Residences at Porto Novo Campus in the University of Parakou, Phase1: Construction of Two Residential Units.
3)
The Republic of The Gambia:
A loan of US $ 10 million to
finance Mandinabo-Soma Road Project.
4)
The
Republic of Zambia:
An additional loan of US $ 4.3
million to finance Mongo-Kalabo Road Project.
5) The Republic of
Cote d’Ivoire:
A loan of US $ 10 million to
finance Singrabo-Yamoussokurou Road Project.
6)
The
Kingdom of Lesotho:
A loan of US $ 10 million to
finance Likalaneng-Thaba Tseka Road Project.
7)
Republic of Mozambique:
A loan of US $ 10 million to
finance the Rehabilitation of Internal Roads in Maputo City Project.
8) The
Republic of Senegal:
A loan of US $ 7 million to finance
Sewerage project in Diourbel City: Phase II.
9)
Republic of Sierra Leone:
A loan of US $ 6 million to finance
Hillside Bypass
Road project.
10)
The
Republic of Ghana:
A loan of US $ 4 million to finance Basic Education in
Ashanti and Brong-Ahafo
Regions Project.
11)
The
Republic of Mozambique:
Additional loan of US $ 0.9 million to finance
Chissano-Chibuto Road Project.
The Technical Assistance operations approved by
the Board during this session include the following operations:-
1) Kingdom of Lesotho:
A technical assistance grant amounting to US $ 350 000 for
the preparation of the technico-economic feasibility study of Tabazika
-Tawong-Mokhotlong – Sanibas road project.
2) Republic of Senegal:
A technical assistance grant amounting to US $ 300 000 for
the preparation of the techno-economic feasibility study Management of
Irrigated Land situated on the Lampsar Right River Bank.
3) Republic of Ethiopia:
A technical assistance grant amounting to US $ 430 000 for
financing Training Programme to the Development Bank of Ethiopia.
4) Republic of The Gambia
A technical assistance grant amounting to US $ 220 000 to
finance Institutional Support to the Ministry of Agriculture.
5)
Republic of Zimbabwe:
A technical assistance grant amounting to US $ 250 000 to
finance the provision of the services of an Arab Expert specialized in the
field of Quality Surveying to support the Road Department in the Ministry of
Transport and Communication.
6) Republic of Niger:
A technical assistance grant amounting to US $ 280 000 to
finance Institutional Support to High Commissioner for Management of Niger
River.
7) Republic of Niger:
A technical assistance grant amounting to US $ 240 000 to
finance the preparation of the techno-economic feasibility study for rehabilitation
of Niamey City
abattoir project.

Regional:
A technical assistance grant of US $ 150 000 to finance a
training course in the field of Debt Management for Anglophone African
Countries.
9)
Regional:
A technical assistance grant of US $ 200 000 to finance a
training course in the field of Biotechnology for the Development of
Agriculture in the African Countries.

Regional:
A technical assistance grant of US $ 130 000 to finance a
training course in the field of Integrated Plant Protection for Anglophone
African Countries.

(A) Projects Loans:-
Beneficiary Country:
The
Federal Democratic Republic of
Ethiopia
Project’s Name:
Azezo- Metama Road Project.
BADEA’s Financing:
A
loan of US $ 13 million, to be repaid over a period of 28 years, including a
grace period of 6 years, and an annual interest rate of 1%.
Other Co-
financiers:
Saudi
Fund (US $ 18.80 million) OPEC Fund (US $ 15 million) and the Government of
Ethiopia (US $ 7.32 million).
Estimated Project Cost:
The
total project cost was estimated at US $ 54.12 million, of which US $ 40.66
million is in foreign currencies.
Project Description:
The project, which is 180km length,
consists
of
upgrading the existing road to an asphalt road with a width of 7m, and two
shoulders each 1.5m wide. The project component includes also the rehabilitation, of
drainage structures,
traffic safety, works conservation of the environmental works, in addition to
consultancy services.
Benefits and Justifications:-
The
road project aims at connecting the Republic of Ethiopia with the Republic of Sudan to facilitate the
transportation of commercial goods between the two countries, the road will be
connecting with the Proposed Tarns-African
Continent Road that will links Egypt with Cap Town in South Africa. The project also
aims at reducing the cost of transport of passengers and goods contributing in
reduction of poverty in the project area.
Procurement of Goods and
Services:
Goods
and services will be procured as follows:
The selection of the contractor for civil works will be on
the basis of international competitive bidding according to BADEA, the Saudi
Fund and OPEC Fund procedures and in coordination with the Government of
Ethiopia. The consultancy services will be procured on the basis of short list
of Arab, African or Arab/African firms according to BADEA, SFD procedures and
in coordination with the Government of Ethiopia.
Project’s Implementation:
It is
expected that the selection of the consultant, review of designs and tender
documents, will take about 12 months, followed by a period of 9 months for
launching the tenders and selection of contractor. The implementation of the
project is expected to commence at the beginning of the year 2006 and be
completed by the end of the year 2008. The Ethiopian Road Authority (ERA) will
be the executing Agency for the project.

Project’s Name:
Construction of University's Residences at Porto Novo Campus
in the University of Parakou, Phase1: Construction of Two Residential Units.

loan amounting to US $ 3.2 million, to be repaid over a period of 30 years,
including a grace period of 6 years, and an annual interest rate of 1%.
Other Co- financiers:
The
Government of Benin (0.8 US $ million).
Estimated Project Cost:
The
total project cost was estimated at US $ 4 million, of which US $ 2.815 million
is in foreign currencies.
Project Description:
The project
consists of the construction of Phase I of two residences in University of Parakou, supplying them with 448 beds to increase the number of
total beds to 748 beds, in addition to the consultancy services.
Benefits and Justifications:
The
project aims at providing living facility to the students of the
University of Parakou and the University
Centre of Porto Novo. The project will improve the living and educational and
health
conditions for 448 students from rural areas.
Procurement of Goods and
Services:
Goods and services will be procured as follows:
o
Civil
works on the basis of open competitive bidding restricted to Arab, Africans or
Arab/African firms.
o
Procurement of furniture on the basis of competitive bidding
restricted to local dealers.
o
Consultancy services on the basis of a short list including
qualified Arab, African or Arab/African firms according to BADEA’s procedures.
Project’s Implementation:
The Ministry of Higher
Education and Scientific Research will be responsible for the implementation of
the project. It is expected that the project implementation will commence by
the first quarter of the year 2005, proceeded by the selection of the
consultant, preparation of detailed designs and tender documents, selection of
the contractor.
The project will be completed in
first quarter of the year 2007.

Road Project.

27 years, including a
grace period of 5 years, and an annual interest rate of 2 %.

Fund (US $ 10 million), Kuwait Fund (US $ 10 million), OPEC Fund (US $ 3
million), and the Government of The Gambia (US $ 2 million).
Estimated Project Cost:-
The
total project cost was estimated at US $ 35 million, of which US $ 30 million
is in foreign currencies.
Project Description:-
The project connects
Mandinaba City with East of Soma
City about 141km. The project consists of the rehabilitation of existing gravel
road, the length of which is about 128km with an asphalt layer.
Benefits and
Justifications:-
The
project is within the framework of the Government’s programme for the
development of transport sector, upgrading and integrated the standard of the
National Roads Network connecting them by administrative and economic centres.
The project aims at rehabilitation of the road Mandinaba–Soma, improvement of
traffic safety and efficiency on the existing road, reduction of travel’ time,
reduction of operation and maintenance of vehicles leading to reduction of
transport cost, in addition to relieving traffic congestion, as well as
reduction of the existing road maintenances.
Procurement of Goods and
Services:-
The
execution of the civil engineering works will be on the basis of open
competitive bidding restricted to Arab, Africans or Arab/African firms, and in
coordination with the Government of The Gambia, the Kuwait Fund, the Saudi Fund
and the OPEC Fund.
Project’s Implementation:-
It is
expected that the selection of the consultant, preparation of designs and
tender document, launching and award of contract will take about 9 months. The physical
implementation of the project is expected to start during January 2005, and
takes 30 months to be completed during July 2007. The Ministry of Works, Construction and
Infrastructure, will be responsible for the implementation and operation of the
project through its Technical Services Administration.

BADEA’s Financing:

loan of US $ 4.3 million, to be repaid over a period of 25 years, including a

Kuwait
Fund (US $ 4.3 million), OPEC Fund (US $ 3 million) and the Government of
Zambia (US $ 3.047 million).
Estimated Project Cost:
The
total project cost was reestimated at US $ 42.177 million, of which US $ 39.877
million is in foreign currencies. ($ US 14.647 million
representing the difference).
Project Description:
The
project, which is 74km long, lies in the West region of
Zambia, which is the most
isolated region in the country. The project will connect Mongo and Kalabo
cities, which will result in completing the asphalt road between the capital Lusaka and the
eastern border with Angola. The
project also consists of the construction of the road the consultancy services.
Benefits and Justifications:
The project
is within the framework of the country’s National Development
Plan, which aims to connect the isolated project area with rest of the country.
The project will support the agricultural activities, to meet the needs of the
population and to improve their living standards. The project will reduce the
transport cost and operation and maintenance of vehicles.
Procurement of Goods and
Services:
The CCC Company will be
responsible for the implementation of the civil works of the project with the
same contract details.
Project’s Implementation:
The Ministry of Works will be responsible for the
implementation and operation of the projectæ
through its Road Department. The Civil Works of the project will end by the 3rd
quarter of the year 2005.

Singroubo-Yamoussoukro Road Project,
Phase II (Taabo - Toumodi).
BADEA’s Financing:

loan in an amount of US $ 10 million, to be repaid over a period of 26 years, including a
grace period of 6 years, and an annual interest rate of 2%.
Other Co- financiers:
Saudi
Fund (US $ 10 million), the OPEC Fund (US $ 10 million) and the Government of
Côte D’Ivoire (US $ 3.3 million).
Estimated Project Cost:
The
total project cost was estimated at US $ 33.3 million, of which US $ 28.97
million is in foreign currencies.
Project Description:
The
High Way Singroubo-Yamoussoukro road project is 85.76 km long, and it divided
to three parts. BADEA will finance the second part (Taabo-Toumodi). The project
consists of the construction of asphalted dual road with a total length of
29.56km and a width of 32 meters.
Benefits
and Justifications:
The
project will contribute in economic, social development of the country, and
represents part of the road connecting the capital
Abidjan with Yamoussoukro the
administration capital. The project will participate in improvement of traffic
safety and will connect the different productive centres with the rest of the
country; in addition the project will support the Regional Road that passes through
the West of Africa continent countries. This Regional Road is within the
framework of NEPAD projects that links between
Nouakchott-Dakar-Bissau-Conakry-Monrovia- Yamoussoukro - Abidjan -Accra- Lomé
-Lagos and Unhitch in Nigeria and Douala in Cameroon.
Procurement of Goods and
Services:
Goods and services will be
procured as follows:
The selection of the contractor
for civil works will be from a short list of Arab, African or Arabs/African
firms and companies from countries of the Opec Fund members. The consultant for
preparation of detailed designs and tender documents and supervision of the
works will be selected from a short list of Arab, African or Arab-African
consultants.
Project’s Implementation:
The implementation of the project is expected to commence in
January 2005 and be completed in June 2007, preceded by a period of 7 months
for the selection of the consultant and preparation of detailed designs and
tender documents and award of contract. The Ministry of Economic and
Infrastructure will be responsible of the execution of the project through it
Road Department.
