PREQUALIFICATION NOTICE

KENEMA – KOINDU CORRIDOR

RECONSTRUCTION OF KENEMA – PENDEMBU ROAD

 5.         Contract Description:

The project comprises the construction of the 1st phase of the Kenema-Koindu Road that is, the Kenema-Pendembu section with an approximate length of 86 km, 7.0 metre wide carriageway plus 1.5m shoulders.  

Procurement of construction works will be made on the basis of International Competitive Bidding. Tenderer for the construction works will be pre-qualified in accordance with the procedures and criteria of the General Instructions to Applicants (GITA) and the Particular Instructions to Applicant (PITA). 

6.         Candidature

Participation is open to any Contractor (including member of a joint venture and all sub-contractors) who satisfies the requirement under Article 7 below. 

7.         Participation: 

Participation is open to any bidder (including all members of a joint venture and all sub-contractors of a bidder) meeting all four of the following requirements: 

(a)               Participant(s) shall be from any country as defined under the Guidelines in GITA 

(b)               Participant(s) shall be pre-qualified for the contract as notified by the Employer. 

(c)               Information regarding any current litigation in which the participant is involved. 

(d)               Participant(s) shall provide such evidence of their continued eligibility satisfactory to the employer as the Employer shall reasonably request. 

8.                  Number of applicants: 

No more than one application can be submitted by a natural or legal person (including legal persons within the same legal group), whatever the form of the participation (as an individual legal entity or as leader or partner of a consortium submitting an application). In the event that a natural or legal person (including legal persons within the same legal group) submits more than one application all application in which that person (and legal persons within the same legal group) has participated will be excluded. 

9.                  Sub-contracting:

               Sub-contracting is allowed. 

10.             Number of candidates to be shortlisted: 

On the basis of the applications received, at least 4 and at most 8 candidates will be invited to submit detailed tenders for this contract. 

11.             Provisional Timetable: 

Provisional date of invitation to tender is 17th July 2008. 

12.             Provisional commencement date of the contract 16th October 2008 

13.             Initial Period of Execution and Possible Extension of the Contract 

36 Months – No extension initially foreseen. 

SELECTION AND AWARD CRITERIA 

14.             Selection Criteria 

The following selection criteria will be applied to candidates. The prequalification will be totally based on the ability of the concerned company to perform the required work taking into consideration: 

1.      The experience and performance of each company or firm in similar works; 

2.      Its capabilities in terms of personnel and equipment or plant; 

3.      The magnitude of works under execution and progress of work; and  

4.      Its financial status and performance during the past three (3) years. 

15.             Application 

Interested eligible bidders may obtain further information and inspect the Pre-qualification document at the address below from the 11th February 2008 between 0800 hrs and 1700 hrs GMT. A complete set of Pre-qualification Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of Le 300,000.00 (three hundred thousand leones), or US $100,  for those requesting the document to be posted to them an additional Le 100,000.00 (one hundred thousand Leones). The method of payment will be direct payment to the Finance Department of the Sierra Leone Roads Authority at the address below. 

Deadline for receipt of application is 14th April 2008. at 12.00 hrs GMT.
