Foreword:

The Arab Bank for Economic Development in Africa (BADEA) is an independent international financial institution owned by eighteen (18) Arab countries, members of the League of Arab States. It is governed by the provisions of its Establishing Agreement and the principles of international law. BADEA aims at strengthening economic, financial and technical cooperation between Arab World and Sub -Saharan African countries and the embodiment of Arab African solidarity based on equality and friendship. To achieve these objectives, BADEA was mandated to execute the following functions

  • Contribute to the financing of economic development of African countries.
  • Encourage the participation of Arab capital in African development.
  • Contribute to the provision of the necessary technical assistance for development in Africa

Job Purpose:

The Liquidity & Funding Expert should execute BADEA’s liquidity management and funding programme. You size and steer BADEA’s liquidity portfolios, run liquidity forecasting and stress testing, and deliver the annual funding plan across long- and short-term instruments, maintaining a rating-consistent liquidity level, meeting every disbursement, and funding the Bank’s growing balance sheet at optimal cost within Board- and ALCO-approved limits.

Technical Duties and Responsibilities:

Liquidity & Money Market Operations

  • Size and steer the four liquidity portfolios (Transactional Operational, Discretionary Liquidity, Core Liquidity and Excess Liquidity) in line with the Liquidity Management Policy and their defined roles.
  • Maintain liquidity above the Prudential Minimum Liquidity and within the Operational Liquidity Threshold (OLT) and defined operating range.
  • Run the liquidity forecasting model and produce the Net Cash Requirement (NCR) projection from Operations’ disbursement and repayment data.
  • Execute money-market transactions (deposits, reverse repos) and short-term FX swaps to manage multi-currency daily cash positions and correspondent-banking balances.
  • Perform liquidity stress testing; escalate breaches and operate the Contingency Funding Plan (CFP).
  • Manage the High-Quality Liquid Asset (HQLA) buffer and rebalancing across portfolios.

Debt Funding & Capital Raising

  • Calculate the Net Funding Requirement (NFR) and prepare the Annual Funding Plan (AFP) based on the operational plan and Board-approved limits.
  • Execute long-term issuance through the MTN programme, sized to the structural funding requirement; manage the refinancing / maturity profile and monitor the leverage cap.
  • Deploy the short-term funding toolkit (Euro Commercial Paper, Discount Notes, Repo) to fund trade finance, operating liquidity and timing gaps, and reduce avoidable carry.
  • Preserve regular market access and a diversified investor base; build and maintain investor relationships.
  • Forward-looking: support the future evolution of the Bank’s issuance franchise toward public benchmarks, private placements and ESG / Sukuk formats as the programme matures.

Governance & Coordination

  • Execute within ALCO- and Board-approved limits and escalate exceptions.
  • Coordinate with Finance (settlement, accounting), Risk (independent oversight), Operations (disbursement pipeline) and the Middle Office (analytics, control).
  • Contribute liquidity and funding inputs to ALCO reporting.

Requirements of the post :

Qualifications:

  • Bachelor’s degree in finance, Economics, Banking or a related field from a recognized institution, a master’s degree is preferred.
  • Minimum of eight (8) years’ experience in treasury liquidity, money markets and/or debt funding within an MDB, investment bank or central bank.
  • Sound knowledge of liquidity frameworks (LCR / NSFR, HQLA, MDB survival horizons), MTN / EMTN programmes and money-market instruments (ECP, repo, discount notes).
  • Familiarity with issuance documentation (programmes, prospectuses, term sheets), cash forecasting and treasury / capital-markets systems (SAP TRM today; target Capital Markets System to be selected; Bloomberg).
  • FRM or CFA certification is a strong asset.
  • Proficiency in English is a must in addition to Arabic and/or French; proficiency in both is preferred

  • Preserved market access and investor diversification.
  • Timeliness and quality of ALCO liquidity and funding reporting.
